Plan and draft notes for the speech delivered in the Chamber of Deputies after his re-election as Speaker of the House, taking the chair, January 21, 1881. "The 314 votes of the Chair will therefore be Imposed Power. Who was unaware of my program? Where national sovereignty lies.... The three powers. Generation of congresses. Agreement required. Rights and limits of jurisdiction. If sovereignty the President of the Republic is infringed upon in his prerogative. Congress so unsovereign that the President of the Republic may, by dissolving a House, put an end to its existence and consult the Country. Everything would be called into question.
